The District provides mandatory solid waste and recycling services through a franchise agreement with South County Sanitary Services Incorporated (SCSS Inc.), which is a subsidiary of Waste Connections Incorporated, a publicly traded corporation “WCN” on the New York Stock Exchange. The district enforces illegal dumping within the community and other violations. The District has also adopted incentive programs designed to promote a cleaner community. Since OCSD does not control the operations of SCSS or WCN, the financial statements and audits of those entities are separate from the District.
